    im using tmpgenc and im converting individual shows (20 mins each) to mpg the bitrate is 8000kbits but i put it down to 2000kbits (10%) of disk size so i can fit 9-10 episodes but after it finishes converting and i view the episode it has resized the screen from a 4:3 to a slim image
    how can i change the dvd image to 4:3?

    Make sure it didn't resize it to 352x480 in the process. Make sure it stays at 720x480 in your template.

    That is a very low bitrate for full screen.

    Was the original 16:9 ? Perhaps you have lost the 16:9 flag, and just need to make sure 16:9 is checked when encoding.

    You could test this by using restream on one of the encoded videos to put the 16:9 flag back.
