What bitrate did you use when reencoding?
How does that same frame look if you take it from your source AVI?
To me, it seems like a too low bitrate, either when the AVI was encoded, or the mpg was encoded.

the bitrate i used is: 1,211 its small because i want to make a 3 movies dvd... but the quality shouldn't drop so low

OK, so the source is fine - @1.211 kbps I'd say VCD resolution is max - If you've done it full D1 res, it's way too low bitrate.

For full DVD res - no less than 4000 kbps, I'd say.
You'll see this kind of problem where there are much movement in the picture - the difference between 2 frames is big. Lower resolution lets you get by with lower bitrate. 1/2 D1 (352*480 NTSC) @ 2000 kbps will mostly be OK, VCD res (352*240 NTSC) below 1500 kbps will work (but that's really a too low resolution anyway).
Discs are cheap - You shouldn't be! Use 1 DVD/movie.

Another rule of thumb is to use 4* AVI bitrate (if it's an XviD/DivX AVI) to make the source full justice when encoding to DVD mpg. How to resize any resolution AVI to anything can be found out with FitCD.
