    can anyone tell me a program i can use to dub over a video file.. i.e so i can talk over it with a mic... thanks

    I think programs like windows movie maker will do it while the video is running....

    Of course you could always play it and use a seperate audio recording program to record and then use it as a seperate "commentary track" or mix it in with the video later.

    You could try out Audacity. It's a freeware audio editor. Separate out the audio from the video and you can add voice to a second channel or you should be able to blend it over the existing audio if you reduce it's level.
