I have an Avi that is 23.976 fps, but every 4th frame there is an interlacing artifact, what should I do? I am planning on making a ntsc interlaced svcd, but my player can play anything, i just don't want to screw it up with the interlace.

Well, if it is already at 23.976 fps and it still has interlacing artifacts, it has been inverse-telecined incorrectly and there isn't much you can do about it. It may still look fine on your TV, though.
