I have a DirecTV TiVo with one S-Video output. My TV has one S-Video input. I'm unable to just connect the S-Video Output from the TiVo to the DVD Recorder and then the S-Video from the recorder to the TV... no S-Video pass through.
I was looking at Radio Shack and saw a "4-Way A/V Distribution Amplifier" that looks like it might be what I need. Is it? Can someone recommend a good solution without a signifigant loss of video quality?

It's odd that you can't get the pass through to work. My Pioneer DVD recorder passes through the line input as long as I have the unit set to that input.

I assume you want to select either the TIVO or the DVR S-Video output as the TV S-Video input.
If so, a distribution amp is NOT what you need. You need an A/V selector switch with S-Video connectors. -
