I have a recording captured using my ATI 9800 Pro AIW card using the DVD setting. I have realised that it will be too large to fit onto a singe sided DVD. Could someone advise me as to what would be the best way to recode the recording to fit onto the DVD and what program to use.

http://members.dodo.net.au/~jimmalenko/AVI2DVD.htm tells you all you need to know about re-encoding this to fit.
Or you could try transcoding the MPEG using Rejig, or intentionally authoring oversize then transcoding using DVDShrink, DVD2One, CloneDVD etc etc.
Obviously the ideal scenario is to capture with the correct settings in the first placeIf in doubt, Google it.
