All of a sudden the Benq 822A that has burned fine is having issues.

I have refomatted, so this is a clean install.

    Nero 6.3.1.6
    VOB Blanker 2.0.0.2
    DVD Shrink 3.2

Drive is on 2nd IDE as primary and is DMA2.

    Windows XP Pro SP2
    2500+ AMD
    512 meg DDR 3200 Ram.
    120 GIG Maxtor primary IDE.
System has 0 fragments showing in defrag program.

Don't know if any one thing I'm listing is the sole culprit.

Bought some TDK 8x DVD-R media from CC.

Drive only sees it as 4X

Using Firmware B3LC on the drive. Cannot find anything newer.
    After reformat reapplied firmware.

Using Norton. Complete and up to date. No virus... and NOT downloading anything to burn. Trying to make back ups of my own retail DVD's.

    Some last points:

On the reformat I ran every check on the hard drive and it passed everything.

You know that 'noise' you hear when I drive defrags... I hear that a lot when burning to Nero

The burns all start but will just 'stop' at anywhere from 40% to 75%. Nero will not respond. Have to reboot to remove media because the burner still has the red burning light blinking even if I cancel.

My BenQ 1620Pro never liked -R media very much. It burns +R media faster. It pauses half way through a -R disc at 8x but blazes through a +R disc at the same speed.
I gave up trying to figure out why and burn my Taiyo Yuden -R's at 4 speed.

According to the specs for your burner...it only supports 4x -R. So it isn't going to sense/burn any faster than that.

You could try burning at a lower speed (2x) or using a different brand of media. If neither of those work...the drive could be dying.
