    Search Comp PM
Check your BIOS settings, try a different PCI slot.

  4. Have you tried forcing Windows to search with Control Panel -> Add Hardware?

Since this is your second card, is there any possibility the drivers have already been installed from the first one?

  5. Is ACPI enabled in BIOS? (it should be)
Is the "PnP OS Installed" option enabled in BIOS? (it should NOT be).
In device mangler, Right click computer, select properties. Does it say ACPI or something else?
Have you manually assigned any IRQ's in BIOS?
Does your motherboard share IRQ's between slots (look in the manual).
You may have to rearrange your PCI cards to different slots.
