I have an avi with 48k audio. i converted it to vcd so i can keep the 211mb size but the audio changed from 48k to 44k and the audio isnt matching the video. is ther a way to convert to vcd and keep the 48k audio? what program do i need.? also, is that a possible reason the audio and video doesnt match now?

The VCD specification calls for audio at 44100 HZ, MPEG-1 Layer 2 (see here). If you want it to comply with the VCD standard you don't have a choice of 48K.
If the sound and video were in sync before you converted it, then yes, the conversion is probably responsible for the loss of sync. What did you use for the conversion? Did you use an all-in-one converter program? Did you demultiplex, use an audio converter (like BeSweet), and then remultiplex the streams? -
i used cocusoft avi converter to convert it to vcd (mpeg), then i used VirtualDub to import the subtitle with subtitler and started the frame server. after that i used tmpgen to hard code the subtitles. this is the exact process i did so i could make it dvd ready with hardcoded subs.
