I am debating if I should buy a realtime hardware capture card such as the PV231. I have heard many good things about this $85 card for mpeg1 VCD.
I am currently running WinVCR2.0(Ligos engine) tweaked with AdobePremiere drivers. I use it mostly for capturing satellite shows with a WinTV SVideo input. The quality is acceptable but could be better.
Will there be a noticable difference in picture quailty if I switch over to a PV231 card. Can some one please verify this if you have a simular setup.
It must be a real time capture.

Sure you'll get better quality. If your goal is to capture from TV, then get the PV233. It's the same as the PV231 but has tuner capabilities and remote control. Anyway, you could use your VCR tuner with the PV231. And be sure to get the Skitelsen's registry tweaks here:
