It should be OK but there are a lot of other possible issues. What are you going to use for software for example?

How old is the video card? If it's ancient you may have driver issues with PowerDVD. Something to consider. And a 600MHz system is marginal for any sort of video editing/encoding or even capturing.

    Good luck

DMA turned on, and no other apps running, and it should be ok. You don't state how much memory she has. If there has to be a lot of swapping with virtual ram, it could definately hamper playback.
I would say go ahead and try it. You really don't have anything to lose (except time) since you're not buying a new drive.

DVDs play fine on my Athlon XP 2000 notebook with 8 MB onboard video enabled. The integrated video is SiS 740. I have tried both PowerDVD and a couple of versions of WinDVD and all have worked very well.

I've been using an 8MB ATI Expert card for years,no problem. CPU is more important. You should consider a faster CPU,at least 1GB. DVD software playback is very CPU intensive.
