I want to burn something to a 650 CDRW but Nero is asking me to finalize the CD so everything can fit.
But, if I do this, won't that "seal" the CD so I can never add to or erase it?

No, hence the term "Rewritable"
Finalizing a disc means writing a table of contents so the disc can be read in readers.
You can't add to a finalized disc, but you can erase it.
