How exactly have you done the "joining"?
>is a program that can compress the size
There can't be anything to compress, as 2 CDs always fit on one DVD?!
Tip: Demultiplex the 2 MPEG CDs, and use a real authoring program (ifoedit, TDA, dvdlab, dvdauthor...) to create a DVD structure. Then burn it...GUI for dvdauthor:

Which mpeg joining s/w did you use? It is possible that you joined mpeg file is corrupt therefore Nero is showing incorret size and will not burn it.
If you want to put the files on DVD there is no need to join them. Use a DVD authoring s/w like TMPGENc DVD Author, DVDLab and author your DVD. The 2 mpeg files will be put on the DVD with the corrent DVD structure and play sequentially. If that is what you want.
