  1. I have a video source file that I have both as a .TS (transport stream) and a MPEG2 file. The video is 1280x720p @ 59.97fps that has a DD5.1 sound track.

My end goal is to get this video to a DVD.

Using many of the all in one tools the video conversion is very jerky and choppy. Using a program like Tmpgenc I am able to render a quality video. The only problem with the video is the picture size.

I have not found a way to maintain the whole picture and keep the aspect ratio intact. I set the output in TMPGENC to a 720x480 file for DVD compliance. However to keep the aspect ratio intact it appears I am forced to either have black bars on the top and bottom, or chop a little off of the sides of the film.

The original video filled the 16x9 screen, and that is what I am trying to achive in the end. It seems like I am misisng somthing simple?

Set to full screen under settings->advanced and 16:9 under settings->video>aspect ratio in tmpgenc. The full screen 720x480(no black borders) will be stretched to 16:9 when you play it on a dvd player.

  3. This will still result in a streteched video. The native HD Video stream was in 16x9 and I would like to perserve the aspect and the whole screen.

The source video of 1280x720 is at 16x9.

The Full Screen Mode will result in a stretech image.

Yes, that should do it, if your TV doesn't distort the picture. Note "Full screen", not "full screen keep aspect ratio".

Yes, but A DVD standard resolution is 720x480 (1.5:1) vs 16:9 is (1.77778:1)

You're confusing resolution with DAR (display aspect ratio). They have nothing in common.
