color smears on Xvid movie

hi, on my copy of goodfellas i have obtained, whenever the camera moves downward, the color just smears for a few seconds, i tried using divx repair from http://divxrepair.sourceforge.net/ and it said there was nothing wrong.
i also tried installing the latest xvid coded i could find, and tried playing it in wmp 6.4, wmp v10, and divx player, same thing happens.
when i open it in virtualdub and scan thru the frames, the smears show.
i included a screenshot, when hes driving under a sign or whatever that is, thats the best example i could find
any ideas? thanks

Probably encoded at too low a bitrate, not much you can do then.

Re-encode your legal copy of goodfellas,if you obtained this from the web then its illegal and warez and no help here.

hmm says the bitrate is over 1500kbs for video... so theres no way to fix this?
