    In dvd2svcd theirs an encode setting to 16:9 borders added, encoded as 4:3... my question is how do I do this with just TMPGEnc? I cant seem to figure it out

    Make sure that the source aspect ratio is 16:9 and the 'Video Stream' aspect ratio is 4:3, then on Settings -> Advanced, activate the 'Clip frame' option and set the 'Arrange Method' to 'Full screen (keep aspect ratio)'.

    That should do it.
