700MB Or 650MB?

I have a question about Picture Quality, and "DVDx 2.2" I usually use 700MB (80 MIN) Disc, win I do a DVD rip using DVDx. My question is if I change to 650MB (74 Mins), meaning if I set the Bitrate, below 650MB, so that the movie will fit on a 74 Min Disc, will that change the picture quality, or will that cause any problems, at all? Lower bitrate = lower quality. How much depends on your source material.
