Don't get me wrong I use other tools for different things. I use Xpress for a movie just over the limit. I use DVDFab if I can strip out the movie and fit it on a DVD5.
But the question still remains what to do with those big movies. I tried using the DVDRebuild. Its ok....but a bit buggy.
If you have the bucks, go for the cannopus procoder 2.0. I used the wizard and it will re-encode your entire DVD including the menu with greater quality than I got with Rebuilder, or even DVD2SVCD using CCE.
You should check out if they have a trial version you could try.

I've been meaning to try out the Procoder 2.0 that I have sitting here. Will it really re-encode entire DVD's? Hmm...

Hey dude, I am REALLY not seeing a way to do what you've described with Procoder 2.0 - it doesn't seem too much different from Procoder 1.5 at all.
