What's the best way to crop videos (if it's possible at all)

I have some full frame video's I would like to make widescreen (Aprox 1.85:1 AR) Is this possible? If so, what is the best way to do it?

if making vcd,svcd,dvd
use the clip frame in tmpgenc(under settings->advanced) and be sure to select top mask and bottom mask.


if making avi
use virtualdub and add the null transform filter and then use the cropping, all under video->filters.
