I used vobedit to demux the video, audio, and subtitles; then used BeSweet to convert to ac3 file to dts; then used ReJig to author the original video, chapters, subtitles, and new dts track but the forced subtitles don't show up when I play it on my dvd player. Any help would be much appreciated.

Hello,
I don't work with subtitiles but here's a suggesion, do you have your closed caption feature turned on on your tv? (if this for your pc ignore this suggestion).
If this suggestion is too simplified please try a search for subtitles in the guide section on this site, maybe they can give you an idea your missing. Good luck.

No! The subtitles that aren't showing up are the "forced" alien language subtitles on SWEP1 -The Phantom Menace. They display when I play my original disk but not after I back-up and reauthor.
