  1. What kind of tools can be used to sync up an avi with AC3 sound, or at least mp3 sound?

    In what type of container ?

    If the audio is out by a constant amount then all that is needed is a simple delay adjustment. DelayCut can do this, as can many authoring tools and virtualdub.

    If the audio drifts out over time, perhaps because of a poor format conversion, it becomes a bit more complex. Audacity or BeSweet can be used, depending on the file and the need.

    However to be more specific requires a lot more information from you

  3. what if the sound is slower than (trailing behind) the video and is in an mkv?

    Use MKVExtract (with mkvtoolnix in the same folder) to extract the audio and video streams.

    Using Media Player Classic : File -> Open, open the video stream using the Open field, and the audio stream using the Dub field. Play the pair (don't scrub, just play), and use the + and - keys on the numpad to work out the delay.

    Once you have the delay, use DelayCut to change the delay on the AC3 file.

    Finally, use mkvMerge GUI to create a new mkv file with the audio and video no in sync.
