I've pretty much learnt how to edit MPEG clips with Adobe, but I can't see to be able to capture clips perfectly from a DV tape/
Can anyone here explain this to me.

Do what I did : print the entire help file, get a can of beer and read it once entirely away from the computer;
Second time, read it in front of the computer, it'll work

More information about what kind of problem you are having, beyond "can't... capture clips perfectly from a DV tape" would be helpful. If your problem is dropped frames, please also include a description of your computer, including processor, memory, hard drive(s), CD/DVD drives, Firewire/USB, and camcorder brand/model. Finally, what OS and version of Premiere? The more information, the better.
