I just got a .bin file that's 740 mb along with its cue. Am I incorrect for thinking this won't fit on a CD-R?
What am I supposed to do next? Do I have to convert them to some other format to get a smaller file?
Which program is best for burning an SVCD on a Mac?

no it will.....
try reading the forum a little more, its been covered lots!
if you have toast 6 use the COPY feature and selecte bin/cue in the left hand column and then browse or drag/drop the .cue in the window
if you dont have toast 6 you can use the multitude of SVCD burners such as Missing Media Burner or FirestarterFX [all avaliable on versiontracker.com]
happy burning
