If my source avi is 320:240 can I make a decent 740:480 mpeg with TMPGEnc or am I limited by my source resolution?
And can I make it into a proper 16:9 by cropping the top and bottom?

click the guide in my signature guide for low rez divx. Final answer is YES and no. You can convert it to a dvd compliant dvd (although you should try for a CVD with 48mhz audio (352x480). As the guide suggests, you should keep the apect ratio and the output will have additional borders, but will look cleaner than if you were to try to "up convert" the source.
