    I've made countless VCD's with TMPGEnc and know the program pretty well. However, picture quality with cartoons seem especially difficult.

    Recommended settings?

    There's nothing you can really do I'm afraid, especially if the cartoons are from VHS. MPEG seems to have a problem with large areas of flat color that are prevalent in animation, and if they're from VHS then the problem will be even worse because even the best noise reduction filter can't remove everything.

  3. Try using the smoothing filter set to just short of maximum settings. This can do wonders for cartoons.

    You can also try the CG quantize matrix (instead of standard you choose the one optimized for computer graphics and animation). Enable soften block noise and the noise filter. Use highest motion estimation quality.

    Or you may want to try Canopus Procoder. It can make very soft and clean Video CD encodings. TMPGEnc can make a sharper picture but it also has more block noise artifacts.
