I just cut out a few seconds of a VOB file using Womble's MPEG editor (mpeg2vcr). This task was quick and easy. Womble boasts that this method does not require re-encoding, so you don't lose any quality (and it is fast). But Womble only lets me create a MPEG file, even though it let me import a VOB file. Is there any way I can convert the MPEG back into a VOB file without requiring re-encoding?

You have to use an authoring program.
    Ifoedit is free

Thanks Foo. I have Ifoedit but I can't see how to import a *.mpg file. It lets you import .d2v and .ac3 files using the DVD Author menu though. So I supposed I could demux the mpg file into .d2v and .ac3 and then remux them with Ifoedit, but that seems like a waste of time. Is that what you mean?

Or can I just rename the .mpg file to .vob? My end goal is to burn to DVD.

You can't burn a VOB. You need the whole DVD structure.
    Find an authoring program.
I just mentioned Ifoedit because it's free .
You don't like that , go buy one

Just drop the mpeg in TMPGEnc DVD Author (there a trial for it) put no menus, unless you want to . Just output it and you have dvd structure you can burn.
