Tmpgenc allows 32kbps but only in "MONO" mode and also Xing mpeg encoder allows 32kbps but only MONO.
Is there any program that allows stereo mode in 32kbps ? of course Layer II
thanks.

I guess there's a good reason for this: 32 kbps is simply too low bitrate to spread over 2 channels, at least if the wav has a decent sample fq. But it seems like tooLame doesn't have this restriction. you can specify from 32 kbps (32, 44.1 and 48 kHz wav as input). But it will sound like s*it!

I run tooLame XP too, without problems...

Well, to be honest, I've been having issues with tooLame too - works on one box, dies regularly in the middle of an encode on the other (with XP too), runs fine on w2k... I suggest you try different versions to see if you can get some to work.
