Hi,
I usualy use Nero to burn my VCD's but for some reason the VCD's it creates do not support the resume feature of my DVD.
WHat program can I use that will do this?

Unfortunately,
I'm pretty sure that the 'RESUME' feature can only be programmed for DVD's. The (S)VCD equivalent usually just relies on the feature being available to the firmware of the settop, so it is quite player-dependent.
On players that seem to include this feature, usually 1 push of the stop button will stop (or go to a menu), but with the possibility to resume if you immediately press play again. If you press "stop" a 2nd time, it will finally stop.
This feature, and others like the ARROW keys and straightforward multiple audio and subtitle tracks, are some of the reasons why DVD is the preferred authoring choice.

As above.
The "resume" feature depends on your actual player.
Some players can only "resume" if you are playing the VCD in PBC-less mode.
