First I'm going to clarify that these glitches DO NOT show up when I play the media on my PC. They appear only when I play my VCD/SVCD's on my Mintek DVD-1600.
The issues are these blocky video glitches near the beginning of movies I have burned to CDR's/CD-RW's (at any speed from 4x to 40x). For instance, I see a glitch in Lord of the Rings: the Fellowship of the Ring right when the screen changes from black to the "forging of the rings" with the fire and candles.
I multiplexed my m2v (encoded with canopus procoder) and my mp2 (toolame) with bbMPEG as an SVCD, with the standard settings and the forced mux rate on zero.
My DVD player is supposedly SVCD/VCD compatible, and it plays flawlessly other than these glitches. You might consider them minor, but I'm kind of a perfectionist and stuff like this just doesn't sit well with me. Anyway, help on how to resolve this issue would be appreciated.

I know what you mean. Have you tried to increase the bit rate, or lower the resolution? You may also consider moving up to DVD.
