I need to use VirtualDub's frameserve to CCE, and I have a question about that.
Is it possible, and is it practical, to use the VFAPI Converter to convert the frameserve VDR file to an AVI file, then encode the AVI file with CCE?
If that's possible, I can do a few frameserves, convert each one, then do a batch encoding with CCE.

yes, but you'd have to keep VD frameserving the vdr files.
If you need to do multiple frameservers, Id suggest learning AVISynth.
AVISynth does frameserver, but you dont have to have a programming running to do the frameserving, so it makes doing batch encoding easy. It will also use VD filters.
I do this when I convert Stargate episodes, since I'm usally encoding a batch of 5 episodes at a time.Ejoc's CVD Page:
DVDDecrypter -> DVD2AVI -> Vobsub -> AVISynth -> TMPGEnc -> VCDEasy
DVD:
DVDShrink -> RecordNow DX
Capture:
VirualDub -> AVISynth -> QuEnc -> ffmpeggui -> TMPGEnc DVD Author
