Hey I have some VHS tapes here and the quality isn't that great is there any software out there that I could use to make the video quality MUCH better somewhat like "Digitally Remastering"?

You'll find that there is not much that can be done that is much better than the source you start out with.
However, there are some things that can be done to help mask some of the issues.
Some capture programs have filters built in like smoothers, sharpeners, etc. Converstion programs have similar tools.
I'd start looking at the tools you have and see what functions they provide, and if they are not satisfactory, do a search on the forum here and look for the subjects like VHS, filters, etc. -
I find the best filter for helping reduce noise on VHS stuff is the temporal smoother in virtualdub, but try to limit the filter to an absolute maximum strength of 5 or panning scenes can turn out dreadful!
