I have a number of DV videos which I am attempting to author to DVD. However, several of them contain loud and irritating wind noise in the audio track. Is there any way to remove the wind noise by applying a filter? Which program/filter would be useful for doing so? I am fairly new to video editing so any information would be helpful. Thanks.

Try this...
Get soundforge or goldwave or any other program with an EQ
Open the captured file in one of those programs and then play around with the higher ranges.
See how the resulting file sounds and tell us how it turns out 8) -
