I assume you are authoring a "Standard VCD"

Select the neccessary VCD profile using the wizard.
    Enable Noise reduction.
Goto "other settings" and set motion search precision to High Quality.
Under GOP structure uncheck "Detect Scene Change"
Under "Quantize Matrix" select MPEG Standard profile.
Select "Soften Block Noise" with values as 55 x 55

That's it. This should give good results even with poor quality
noisy source. But be aware that it's almost impossible to get
rid of blocks at standard VCD bitrates (cbr 1150).
If you have lotsa high motion scenes, play with "Detect Scene Change"
till you get the best results.

Also, don't forget to check out some excellent VCD/SVCD templates in the Tools section.
