VHS Video to CD Roms

Can anyone help with this problem. When I record video capture to my computer and then play it back in full screen mode I get a criss cross patten on the picture. If I burn to cd and play back on Tv this patten is worse. In small screen its ok. Also why can I only use one capture program with my Packard Bell PCI TV card. If I try to load another capture program the software that came with my card wont let me.

Probably the main problem here is the Packard Bell capture card you have, I think if you got rid if that and got a better card all your problems would be solved
