    Hello
    I'm not sure if anyone can help me or not, but I have a question. I downloaded a MPEG and wanted to burn it to DVD. But I can not because it states that it is in PAL and not NTSC? How can I convert that file over so I am able to burn it? Everything that I do is in NTSC format.

    Hi,

    This was brought up a while ago, but I want to do the same but the ather way around.

    I use TMPGEnc, DVD2AVI to do my converting to vcd. Does TMPGEnc encode frame by frame at a different rate (ie if it was ripped in NTSC, does TMPGEnc just reencode at PAL speed ie 25 fps) or is there another program that can do this?
