VCD to SVCD

Can somebody tell me is it possible
to increase the quality of a vcd mpeg by
converting to svcd or xvcd.

Nope! U can encode it to SVCD but the quality will be pretty shitty cuz' you are converting a 352*233/352*240 to 480*480/480*576!
