Converting from PAL to NTSC

I have purchased a Region 2 DVD (PAL) because the movie hasn't been released on DVD in the US. Will I be able to convert it to NTSC and is it possible to remove the foreign subtitles? For anyone who is wondering the movie is Dr. Terror's House of Horrors. Thanks.

I just transfered some PAL concerts to NTSC dvdr using a panasonic dmr-e30 dvd recorder and a daewoo 3000 as source. This boy plays pal dvds on ntsc tvs...i made the transfer in real time, and all menus & chapters were eliminated, but my rock n roll is first. I think if you rip the movie and recompress with the latest tmpgenc using the ntsc dvd template can work fine. Before i purchased my panasonic dvd recorder i transfered a lot of pal vcds to ntsc vcds and all worked fine, but i never tried with dvd-to-dvd.
