  1. i've got an avi that is 14 frames per sec. and i was wondering if it was possible to change this when converting through tmpge to vcd?

  2. Yes, there is an option.
    When you open Tmpegenc close the wizard. Press file and new project. Load youre file into the video source field and press setting at the lower left side. You could change the frame rate there to the common frame rates. The important thing is that the stream type in the video tab will be on MPEG-1 video if you're making a VCD. Check that in the audio tab the Mpeg - 1 Layer II is highlited in stream type.
    If you're making a SVCD be sure that Mpeg - 2 video is highlighted in video stream - video tab and that Mpeg - 1 audio layer II is highlighted in the audio tab.

    bash, above is the wrong way to framerate convert. TMPGEnc just creates and adds more frames to your file which will result in choppiness.
