blurry parts/bright lights on mpeg file

i have an mpeg video file and it has some blurry parts and bright lights i've tried fixing it with tmpgenc and nothing happened, is there any tools that i could use to take the blurry parts off the video, if there is other way to take it off using tmpgenc please let me know, thanks

if its really blurry ... its going to pretty hard to sharpen up much ..

you can try the unsharpen filter in v-dub ..
