If so have you noticed any differance from Stereo?
Will it have an affect on lower bitrates(<224kbps)?

Joint stereo is better for simply stereo material on lower bitrates. It is not a good alternative if your stereo source has souround info, like most of today's movies.
On higher bitrates (192+) there is a minimal difference. -
Only use Joint-Stereo for your audio if you want to use more bitrate for the video.
