some divx movies that i converted to vcd have blockiness in it, usually in high motion sequence, how do we deal with this...

Increase the bitrate. Assuming your current bitrate is the standard 1150kbps, an increase will take them out of standard though.
Also, if the source divx has blocks, the VCD will as well, you can't stop it. If the source file has no blocks, I would recommend encoding to XVCD with a VBR or an SVCD, it should reduce/eliminate (more or less) the blocks.
