Video-CD NTSC (MPEG-1 352x240 29.97fps CBR 1150kbps, Layer-2 44100Hz 224kbps) - the width is off on my TV screen
Video-CD PAL (MPEG-1 352x288 25fps CBR 1150kbps, Layer-2 44100Hz 224kbps) - the height is off on my TV screen
whats wrong? my TV is PAL version... but it seems both of them dont work,, how I actually find the right fitting size?

dont worry about it....it is just the way it is....when i make ntsc vcd's from dvd's i have got from overseas they have little black lines at the top and bottom...nothing to worry about....maybe when you convert it you are not streaching the source to the full area of the vcd....this is easy to fix in tmpg....as you tv should crop off most of the black lines....but if the source is small in the resolution dont streach it to fit the frame of the vcd
