Since it takes exponentially longer and longer when I encode a folder of MPEGs to VOB(s), I was thinking: "Why not just make 5 smaller VOBs?" The question begs itself: how do I make a DVD from a pack of VOBs? In the MMT DVD-builder, I see a command called tocgen is used - perhaps this is part of the answer? Please don't say "just demux and import in DVDSP" or something like that - the MPEGs I am using are for xDVDs, very non-standard.

yes, tocgen is what you should use. I have only used it once but it worked perfectly on my first attempt:
