Making chapters on an avi or m2v

I was wondering if I could add my own chapters to an avi or m2v.
I would really like to do it to an m2v if possible since that is the format I burn.
Also, I know it doesnt belong in this forum, but to limit my posts, whats a good program to make my own menus on a DVD. I have Sonic MyDVD now, but I don't like it very much.

You can add chapters while you are authoring the dvd. Like with ulead dvd moviefactory 2 and it also supports basic menus.

If you encode with CCE, you can also add your chapter points there. Probably the most popular authoring program is Ulead DVD Workshop. It has a lot more options but also costs quite a bit more ($300. USD).

Sorry, but you can't add chapters to an AVI file currently. :P
