One of the special (older?) versions of VirtualDub will let you convert AC3 to WAV, or even allow you to have AC3 audio in your MPEG-4/DivX.

I wanna make wavs into AC3 and try out an AC3 SVCD.
for the love of it

I'm pretty sure Sonic Foundry SoftEncode will do that for you. However, if your source WAV is stereo, you'll only end up with a Dolby Digital 2.0 ac3 file, which as you know, is the Dolby equivalent of .... stereo.

Good luck!
FYI, AC3 isn't supported on SVCD (I'm sure you know that), but that it is also far enough out there that probably NO DVD player will be able to play it. At least, no one has ever reported getting an AC3 soundtrack on a SVCD to play on any hardware.
