The resulting VCD plays amazingly well in my DVD player on a 21 inch PAL TV ....
The fast seqences (e.g. car chase) are smooth, the overall quality is great and the audio is good .... on inital glance one might call it perfect ....
One slight issue ....
Where you get a slow scene such as a slow pan of the scene down the screen - you just about detect a slight judder ... well not even that really, more that the picture moves down the screen smoothly, pauses (for what most be micro seconds), moves down more, and so on .....
The effect is so small almost not to be an issue - but cos I noticed it I was then looking for it. As i say, the fast scenes were fine ....
Is this a known effect, a conversion issue ??

Sounds like frame drop or duplication from framerate change...
