MOVIE FACTORY ONLY DOES CQ ??????

I posted not to long ago about my m.f. havin problems adding menu to certain mpeg.... it wll do everything else (chge mpg into vob files and burn) but wont add the menus on the mpg... well i find out it only does it when i encode a mpeg2 using CQ SETTINGS.... if i use vbr or cbr IT WONT WORK...... now is that suppose to happen or is it suppose to work on all types of mpeg2..... i dont use cq as much because tmpeg dont calculate it like it does cbr and vbr (DONT NO WHY THOUGH).....
