What do u mean by the tranlation? is it a second audio stream?
if so u can use DVD2AVI
open the IFO file in the DVD to know which stream is the audio u want it will look like this:

    Stream[001] X=[[0xE0] Video NTSC 720x480] [] [] [] []
    Stream[002] X=[[0x80] Audio English AC3(6Ch) 48kHz ] [] [] [] []
    Stream[003] X=[[0x81] Audio Français AC3(6Ch) 48kHz ] [] [] [] []
    Stream[004] X=[[0x20] Subtitle English ] [] [] [] []
    Stream[005] X=[[0x21] Subtitle Español ] [] [] [] []
    Stream[006] X=[[0x22] Subtitle Not Specified ] [] [] [] []
    Stream[007] X=[[0x23] Subtitle Not Specified ] [] [] [] []
    Stream[008] X=[[0x??] Others] [] [] [] []

if you want the english one then tell DVD2AVI to rip the 1st audio
if u want french then the 2nd

    and save as wav

sorry i forgot bout how to attach it to a VCD

i use HeadAC3he to encode my audio
if you open it select the ripped ac3 and select the ouput to b MP2
the settings for VCD audio are: 224kbs and Constant Birate. Save the .mp2.

U can use several programs to add the audio to an MPG (VCD) video, i would recommend you to use TMPGEnc
