I have a bunch of rare 1960's Beatles footage saved as MPEG1.
This video is pretty grainy and pixelated(blocky) and I want to CLEAN this up.
Whats a good program to do this with?

Once the quality is gone it is pretty much gone.
Try to get hold of the source again and this time cap it at a higer
Resolution/bitrate.
virtualdub have softning filters etc, but probably will not turn out OK. -
if its allready mpeg1, then too much of the source is probably gone for any type of cleaning to really work... you could try the temporal softening filter, which can do a good job, but beware of large values in it... it can lead to ghosting. you could also try another filter in virtualdub called dynamic noise reduction.
