  1. I have a bunch of rare 1960's Beatles footage saved as MPEG1.

    This video is pretty grainy and pixelated(blocky) and I want to CLEAN this up.

    Whats a good program to do this with?

  2. Once the quality is gone it is pretty much gone.

    Try to get hold of the source again and this time cap it at a higer
    Resolution/bitrate.

    virtualdub have softning filters etc, but probably will not turn out OK.

    if its allready mpeg1, then too much of the source is probably gone for any type of cleaning to really work... you could try the temporal softening filter, which can do a good job, but beware of large values in it... it can lead to ghosting. you could also try another filter in virtualdub called dynamic noise reduction.
