TMPGEnc does have the option to encode to 23.976. Load the NTSC Film template or use the wizard and choose NTSC Film, then encode like normal. This will give you a VCD Comliant MPG file with a 352x240 resolution and 23.976 frames per second
hope tha helps -
but it will not fuckup my movie ?
becouse the defrent between 23.97 to 29.97 ? -
but in this way i get onley vcd with 1225kbps
i want a svcd movie with 2550 kbps.
do i need do convert it or just use a 29.97 ntsc template
from thempg ? -
alakoma: Use TMPG's SVCD NTSC Film template. It's 23.976 fps with 3:2 pulldown applied which makes it 29.97 fps so DVD Players can play it. Basically it'll encode the movie at 23.976 fps (like your source) then apply special tags (3:2 pulldown) to make it 29.97 fps.

If u use CCE u can always use Pulldown.....it does the pulldown for u...don't try to use Pulldown on a file that has encoded bij TMPGenc....it is already done
And yes...we all wear wooden shoes here in Holland...
